Norbert joined Publieke Zaken as a senior advisor in 2024. Prior to joining Publieke Zaken, he worked at the Dutch Ministry of Foreign Affairs, including as a diplomat in Berlin. He then worked at Shell, including as Vice President Corporate Communications and as head of Government Relations Shell Netherlands.

Norbert wants to use his experience in the field of public affairs, 'non-technical risk' management and external communication to help ensure a good relationship between government and business. In doing so, he knows how to empathize with companies looking at the Netherlands from an international perspective. He holds a PhD in International Relations from the University of Sheffield, has published on the war in the former Yugoslavia and is a board member of the Netherlands Atlantic Association.
