Norbert is a partner and senior advisor at Publieke Zaken, where he joined 2024. He previously worked at the Dutch Ministry of Foreign Affairs, including as a diplomat in Berlin, and then at Shell as Vice President Corporate Communications and Head of Government Relations Shell Netherlands.

At Publieke Zaken , Norbert focuses on public affairs, "non-technical risk" management and external communications. He is committed to a strong relationship between government and business, with an eye for companies that approach the Netherlands from an international perspective. He also holds a PhD in International Relations from the University of Sheffield, has published on the war in the former Yugoslavia and is a board member of the Atlantic Commission.
